글로벌 에너지 거버넌스 변화에 따른 에너지 외교 전략

Evolution of Global Energy Governance: Strategic Implications for Energy Diplomacy

본 연구는 글로벌 에너지 거버넌스의 현황과 문제점을 파악하고 주요국의 입장을 분석한뒤, 향후 변화의 흐름으로서 1) 기후변화 대응 강화에 따른 국제 협력과 관련 국제기관의 역할 증대, 2) 화석연료 교역에 있어서 수출국으로부터 수입국으로의 비중 이동, 3) 국제에너지협력에 있어서 다자협력의 중요성 강조를 제시한다. 그리고 현재 한국 에너지 외교의 당면과제인 에너지 공급선 다변화, 에너지 인프라시장 진출 확대, 동북아시아 역내 긴장 완화와 통일의 대비를 위하여 이러한 글로벌 에너지 거버넌스 변화의 흐름을 활용하여 대응해나가야 할 필요성을 보인다.

This study describes the current global energy governance, its problems, and positions of major countries. Then, the study proposes the following trends in global energy governance: 1) expansion of the role international organizations focusing on climate change 2) transition of bargaining power in fossil fuel trade from exporting countries to importing countries, and (3) increase of the importance of multilateral cooperation in the international energy environment. Furthermore, the study suggests that Korea take advantage of these trends in global energy governance in order to address the challenges such as diversifying energy supply routes, increasing foreign energy infrastructure market entrance, and easing tensions in Northeast Asia for unification.
