Background and Implications of the Development of the Hyunmoo Missile

전두환 정부는 집권 초기 자주적 국산 무기 개발, 특히 미사일 개발의 중추적 역할을 수행한 ADD를 축소 개편한다. 이후 몇 해 지나지 않아 전두환 정부는 급거 ADD를 확대 개편하면서 현무 미사일을 개발하는데, 본 연구에서는 그 이유에 대해 집중 분석한다. 엄밀히 말하자면, 두 가지 연구 목적을 가지고 분석을 수행한다. 첫째, 박정희 정부 시기 체결한 ‘한·미 미사일 양해각서’에서 나타난 한미동맹 간 경험적 원리를 현무 미사일 개발 관점에 적용하여 그 의미를 분석하는 것이다. 둘째, 전두환 정부에 있어 현무 미사일이 개발되기까지 과정에서 나타난 역사적 사실을 명확히 하고, 오류가 있다면 그것을 바로 잡는 것이다. 이와 같은 분석을 위해 본 연구는 문헌 연구를 통해 그 실마리를 찾아가는데, 비밀 해제된 문서를 최대한 활용하고 불가피한 부분에서는 그 외 1차 자료를 활용한다.

In its early days, Chun Du-Hwan’s administration downsized the Agency for Defense Development (ADD), which played a pivotal role in the independent local development of weapons, particularly missiles. Just a few years after that, the government rushed to expand the ADD again and develop the Hyunmoo Missile. The present research analyses the reasons for this turn. Specifically, the article has the following two objectives. First, to apply to the development of the Hyunmoo Missile the practical principles that formed between Korea and the U.S. with the signing of the Korea-U.S. Missile Memorandum of Understanding during Park Chung-hee’s administration and analyse the implications. Second, to clarify the facts leading to the development of the Hyunmoo Missile during Chun Du-Hwan’s administration and correct existing inaccuracies in historical records. To perform these tasks, the study employs thorough literature analysis in search for answers, making maximum use of declassified documents and filling the missing parts with primary materials.
