오인식(誤認識)이 한국의 탄도미사일방어체제(BMD) 구축에 미친 영향

Influence of the Misperception on the South Korean Ballistic Missile Defense: Focused on a comparison with Japanese Ballistic Missile Defense

본 논문은 한국과 일본이 추진하고 있는 탄도미사일방어(BMD)를 대미협력 측면에서 비교하여 교훈을 도출하기 위한 목적으로 작성되었다. 특히 한국의 BMD에 관한 논의에서는상당한 오인식(誤認識, misperception)이 작용하여 지체되었다는 문제의식에서 출발하였다. 이를 위하여 한일 양국의 대미협력 경과를 오인식 여부에 유념하여 비교한 후, 기본개념, 요격미사일 확보, 미군 사드의 배치, 지휘통제체제로 구분하여 한일 양국 BMD의 격차를 비교하였다. 그 결과 한국의 BMD 수준이 일본에 비해서 매우 낮은 것은 “탄도미사일 방어체제 구축 = 미국 MD 참여”라는 오인식에 영향을 받아 미국과의 협력을 제대로 추진하지못하였기 때문이라고 분석하였다. 이제 한국은 ‘미국 MD 참여’에 관한 논쟁 자체가 오인식에 근거한 것이라는 점을 국민들에게 적극적으로 설명하여 이해시킬 필요가 있다. 당연히 주한미군 BMD와 한국 BMD를 통합하여 효과적으로 역할을 분담 및 조정해야하고, 주한미군과 함께 한미 BMD 훈련을 실시해야하며, BMD의 구축 및 운영을 전담하는 사령부를 신설하여 책임성 있는 업무수행을 보장할 필요가 있다. 나아가 현재 BMD 역량 강화를 위하여 한국이 개발하고 있는 M-SAM과L-SAM에 관해서도 미국과의 협력은 물론이고 일본과의 협력도 모색할 필요가 있다.

This paper is written to compare the BMDs(Ballistic Missile Defenses) of South Korea and Japan in terms of BMD cooperation with the U.S. and suggest several useful lessons for South Korea. For this purpose, it introduces the theories regarding misperception, examines the backgrounds of BMD cooperation of South Korea and Japan with the U.S. It compares the two BMDs centered on their basic concepts, acquisition of interceptor missiles, the deployment of the U.S. THAAD and command and control of the BMD. In Conclusion, this paper found out that the level of South Korean BMD seemed to be lower than that of Japanese BMD. The reason for that turned out to be the degree of their cooperation with the U.S. in South Korea did not actively cooperate with the U.S. because it had misperception that the cooperation could mean the participation in the U.S. BMD. South Korea needs to explain about the misperception to its people, trying to level up its BMD by dividing the labor with the U.S. Forces in Korea. It should ask combined BMD exercises with the U.S. forces and create a new organization to handle its BMD with accountability. Further, it should enhance its cooperation in terms of the development of its L-SAM and M-SAM interceptor missiles with the U.S. and consider the cooperation with Japan regarding its BMD.
