북한 대남전략의 분석과 전망

Analysis and Prospect of North Korea’s strategy to South Korea: Focusing from the 7th Congress of the WPK to Present

본 논문은 북한의 대남전략을 종합분석하고 전망하여 한국의 대응전략을 도출하는데 목적을 두었다. 이를 위해 북한의 대남전략의 결정요인을 전략체계, 환경 요인, 의사결정체계로 범주화 한 후 김정은의 통일과 남북관계에 대한 인식과 노선을 분석하고 전망하여 대응방안을 도출하였다. 연구방법은 주로 노동당 제7차 당대회에서 김정은이 발표한 내용을 중심으로 분석하면서 이후 최고인민회의 제14기 제3차 회의, 2017년도 신년사 발표를 거치면서 북한이 공식 발표한 내용을 전반적으로 평가하였다. 연구결과 북한의 대남전략은 미국과 중국 요인과 한국 및 북한 요인이 의사 결정에 복합적으로 작용하며, 대남전략의 중심에는 북한 핵문제가 위치하고 있음을 확인할 수 있었다. 북한은 향후 핵무장 고도화, 공세적 대남 도발, 그리고 위장평화 공세를 지속할 것으로 전망되었으며, 이에 대응하기 위해 북한 핵무장 저지, 전방위 군사 대비, 한미동맹 강화, 실효성 있는 중국과의 관계 유지, 신 대북정책의 수립이 요구되고 있다.

This study aims to map out a strategy to North Korea after analyzing North Korea's strategy to South Korea and forecasting further one. The factors which affect North's strategy making were categorized; strategy system, environment, and decision making system. Based on these factors, Kim Jong-un's perception and policy line about unification and relations with South were investigated. Then, the study suggested several counter-strategies to North. For the study, Kim Jong-un's speech at the 7th Congress of the WPK was primarily analyzed along with 14th Annual Conference of the Supreme People's Congress and new year's announcement in 2017. The results show that conditions of U.S., South Korea and North Korea multiply affect North's strategy making. In particular, North's nuclear policy was shown as the main factor. It is predicted that North Korea will continue to accelerate nuclear armament, provoke South and keep disguised peace propaganda. Therefore, it is required that South Korea should force North Korea stop the nuclear armament, prepare total military defense, strengthen alliance with U.S, keep practical relations with China, and consider to establish new policy toward North.
