Making a Transnational Family of Not-yet-migrated Vietnamese Women : Between the Transnational Governance and the Transnational Imagination-Practice of Individual

본 논문은 2014년 결혼이주와 관련된 출입국관리법의 개정 및 시행 이후 이를 둘러싸고 국가와 개인의 초국가적 전략과 실천이 맞물리고 경합하는 장소로서 한국과 베트남의 역동적인결혼 경관(marriage-scape)을 조명한다. 본 논문에서 연구자는 우선 한국의 가족주의에 기초한 국민국가의 초국가적 통치 전략이 국경을 넘어 제도화ㆍ공식화되는 배경을 소개하고, 베트남 여성으로 하여금 물리적 이주 전부터 새로운 초국가적 가족을 상상하고 기획할 수 있도록촉진하게 만드는 기제로 작용하는 국제결혼의 역동적이고 예측 불가능한 현실을 조명한다. 제도의 변화로 장기화된 이주 준비기간 동안 베트남 여성은 초국가적 통치의 의도하지 않은 효과로서 초국가적 상상과 실천을 수행하는 주체로 등장한다. 베트남 여성은 통신수단의 발달에힘입어 한국인 남편과 초국가적 부부 관계를 유지 및 지속하며 ‘초국가적 사회 현실’을 경험하고, 아직 이주하지 않았음에도 불구하고 한국 가족과의 관계 속에서 좋은 아내와 며느리가 되기 위한 노력을 시도한다. 그러나 이는 단순히 국가나 사회의 요구에 부응하거나 순종하는 것이 아니라 또 다른 ‘초국가적 가족’을 구축하고자 하는 주체적인 실천이다. 베트남 여성이 상상하고 기획하는 가족 프로젝트는 단지 한 국가에 귀속되는 것이 아니라 한국과 베트남을 왕래하고 횡단하는 초국가적 성격을 띤다. 이렇듯 베트남 여성의 사례는 이들이 단순히 국민국가의거대한 전략을 수행하는 도구나 대상에 머무르는 아니라 개인의 삶에서 초국가적인 상상과 실천을 통해 자신만의 전략을 구축해 나가는 주체적 존재라는 점에 주목할 것을 요한다.

Since the revision and enforcement of the Immigration Control Law related to marriage migration in 2014, this paper sheds light on the dynamic marriage-scape of Korea and Vietnam as a place where transnational strategies and practices of the state and individuals interlock and compete. In this paper, the researcher first introduces the background of institutionalizing and formalizing the transnational governance strategy of the nation-state based on Korean familism, and sheds light on the dynamic and unpredictable reality of international marriage, which acts as a mechanism to promote Vietnamese women to imagine and design new transnational families even before physical migration. During the prolonged migration preparation period due to changes in the law, Vietnamese women emerge as subjects of transnational imagination and practice as an unintended effect of transnational rule. Thanks to the development of communication, Vietnamese women maintain and continue transnational marital relationships with Korean husbands, experience ‘Transnational Social Reality’, and try to become good wives and daughters-in-law in relations with Korean families even though they have not yet migrated. However, this is not just a self-reliant practice to meet or obey the needs of the state or society, but to build another “transnational family.” Family projects imagined and planned by Vietnamese women are not just confined to one country, but contain a transnational character that travels between Korea and Vietnam. As such, it should be noted that the case of Vietnamese women is not just a tool or object to carry out a huge strategy of the nation-state, but a they are subjects that build their own strategy through transnational imagination and practice in everyday lives.
