국방개혁 추진, 이대로 좋은가?

The ROK's Defense Reform: What needs to be done, and where do we go from here?

역대국방개혁은 지엽적인 진화는 가능했지만 근본적인 개선을 이루지 못했다. 본 논문은개혁실무자로서 참여했던 입장에서 저자가 개혁에 대한 평가와 함께 개혁 추진상의 문제점들을 검토하며 향후 국방개혁을 활성화시키기 위한 진솔한 제언을 담고 있다. 북한은 신년사에서 가공할 타격수단을 새롭게 개발할 것을 주문했고, 이미 전략군을 편성하는 등 구조개편에도 박차를 가하고 있다. 특히 지난 3월 이후 거의 매일 위협의 수위를 높이고 있으며핵, 미사일 발사능력을 고도화 하면서 신형 대구경 방사포 등을 동원 우리의 수도권 및 주요항만시설과 울진 원자력 발전소 등 산업시설들을 포함하는 화력타격계획을 공개하고 있다. 이러한 점에서 국민들은 우리의 대응 수단 역시 보다 창의적이어야 하며, 전술 및 작전차원에서 획기적인 변화를 요구하고 있다. 국방개혁에 박차를 가해야 할 가장 중요한 시점이다.

Previous attempts to defense reform have never been successful. It is fairto say that it never achieve the fundamental transformation despitenumerous efforts to change the war fighting capability of the military. Theauthor, who has been serving for the Deputy Minister for Defense Reformduring the previous government, evaluates the defense reform efforts andidentifies the key problems why the previous government did not makedifference. He strongly suggests for revitalizing the defense reform effortswith several recommendations. He also notes that North Korea hasintensified the level of provocations and has accelerated the defense reformof its own. This is the reason why the ROK needs a more innovation interms of dealing with North Korean provocations.
