북한의 핵위기 조성과 한미동맹의 대응

The Creation of North Korea’s Nuclear Crisis and Reactions of ROK-U.S. Alliance

북한이 어떻게 지난 20년간 미국을 비롯한 국제사회의 제재와 강압외교에도 불구하고 핵무기 개발을 포기하지 않고 끌어왔는지에 대한 다양한 분석이 있다. 한반도와 동아시아의 불안을 조성해 온 책임은 분명히 북한에 있지만, 한국이 보다 적극적이고 주도적인 역할을 감당하기 원하는 시각에서는 한미동맹이 북한의 핵위협에 적절하게 대응하지 못했다는 점을 지적한다. 동맹의 공동 위협인 북한의 핵무기 위협에 대하여 한․미 양국이 상이한 인식차와 정책옵션을 갖고 있으며, 위기가 고조될 때마다 적절히 대응하지 못해 왔다는 것이다. 본 논문은 비대칭동맹의 상이한 핵인식과 국가선호 때문에 한미동맹이 북한의 핵위기조성에 대해 적절하게 대응하지 못하는 “저균형” 대응으로 나타났다고 분석한다. 한미동맹의 북핵대응 과정에서 강경책과 온건책이 동시에, 혼합되어 나타난 것은 북한의 태도와 요구에 따라 동맹이 전략적으로 선택한 것이라기보다 비합리적인 전략결정과정에서 비롯된 것이다. 한미동맹의 상호작용과정 또는 양국의 선호정책 결정과정에서 나타나는 정치적 결과일 수 있다는 것이다. 이를 분석하기 위해 본 논문은 저균형정책의 결정요인으로, 국가선호의 비합일성, 상이한 위협인식, 그리고 비대칭동맹의 동맹갈등을 제시하였다. 1차 핵위기에서 현재 3차 핵위기에 이르기까지 한미동맹이 저균형 대응으로 대응할 수밖에 없었던 것은, 탈냉전기 들어 극명하게 드러난 동맹정치, 상이한 대북인식에서 비롯된 상이한 국가선호, 국내정치의 분절로 인해 일관된 대응전략의 추진 자체가 어려워진 데서 그 원인을 찾는다.

The purpose of this paper is to show the reactions of ROK-U.S. Alliance against North Korea’s nuclear threat. Many scholars have analyzed how North Korea have dragged on it’s nuclear program over the past 20 years, despite sanctions and coercive diplomacy of the international community. Some who want South Korea to do a more active and leading role insisted that the ROK-U.S. Alliance have not responded appropriately until now. Through the case study, this paper argues that the ROK-U.S. Alliance have brought an ”under-balancing” against the North Korea nuclear threat. That means responses of the alliance have not come from the normal balancing in accordance. It might to be a result of an irrational and political decision making process, not a rational process. There were three determinants of alliance’s under-balancing; perception of threat, solidarity of the alliance, and cohesion of the domestic politics. The reasons why the alliance responded with the under-balancing behavior are the difference of threat perception between the two allies, the weakening of the alliance solidarity, and the domestic segmental situation respectively.
