최근 주변국 해군력 증강과 한국의 대응방향

The Strengthening of the Northeast Asia’s Naval Power and the ROK’s Countermeasures: Focused on the direction of naval power construction and ship's technology

최근 아·태지역의 군사력 증강 중에서 특히 해군력 증강이 두드러지고 있다. 이러한 현상은 전통적인 해군 위협뿐만 아니라, 해양자원, 영토분쟁, 해양에서의 자유를 확보하기 위한 것으로 평가된다. 중국, 일본, 러시아와 북한 해군은 신형의 항공모함, 구축함, 잠수함, 무인기 등을 확보하면서 해군력을 혁신하고 있다. 동북아시아의 국방비는 지속적으로 증강하고 있으며, 2010년부터 2014년까지 약 27% 증강하였다. 또한, 아시아 국가들은 국방과학과 연구개발의 투자비도 지속적으로 증강하고 있다. 이들 국가들은 외국의 선진기술을 확보하고 국방을 혁신하기 위해서 노력을 경주하고 있으며, 레이저 무기, 레일건과 다종의 무인기를 개발하고 있다. 이러한 동북아시아의 해양안보환경 하에서, 한국의 주변해역은 우리나라의 사활적인 국가이익의 중심에 있다. 한국해군은 해군력을 강화해야 하며, 첨단 함정기술을 개발해 나가야 한다. 북한해군 및 주변국의 해군과도 해전에서 승리하는 것이 한국해군의 주요 임무이자 존재의 이유인 것이다.

Attempts to strengthen capabilities in the Asia-Pacific have focused particularly on the maritime domain, reflecting worries about conventional naval threats, as well as concerns over the need to defend natural resources, territorial claims and freedom of navigation. China, Japan, Russia and North Korea's naval power projects included new carriers, destroyers, additional submarines, unmanned vehicles and naval innovation. Defence budgets in North-Eastern Asia have continued to rise, by an estimated 27% between 2010 and 2014. Also, Asian states have increased their investment in defence science, research and development. These states are making greater efforts to acquire and absorb foreign advanced technologies and they are overhauling there existing defence-innovation systems. Asian states navy have suggested high-energy laser(HEL), Electro-magnetic gun and many kinds of unmanned vehicles. Under the cognition of this North-eastern asia's maritime security circumstances, the Korean's surrounded sea is the center of a vital national interest. Therefore ROK navy has to strength naval ship and to develop ship's high technology. In sum, It is the primary duty and the raison d’eter for the ROK navy to warrant a victory in the maritime against to the north korean navy and the North-eastern states strong navy.
