통일한국 등장과 동북아 지역질서 변화

The Advent of Unified Korea and the Changes of Northeast Asian Regional Order: Russia’s Potential as a Regional Strategic Player and Korea’s Response

이 글의 목적은 통일한국이 등장하게 될 경우 동북아시아의 지역정치의 미래를 예측하고 그것을 바탕으로 한국의 통일외교의 요건이 무엇인지를 밝히는데 있다. 이를 위하여 우선 탈냉전 이후 동북아 세력망(network of powers) 구도에 나타난 구조적 특징과 변화를 사회적 네트워크론에서 이야기하는 ‘사회적 자본’(social capital)과 ‘구조적 공백’(structural hole)의 관점에서 고찰해 보고, 이를 바탕으로 통일 한국이 등장하게 될 경우 이같은 세력망 구도에는 어떤 변화가 생기게 될 것인지 예측해 보았다. 또한 같은 관점에서 러시아의 동북아 내에서 감당할 수 있는 ‘전략적 행위자’로서의 가능성을 탐색해 보았다. 그리고 '미중 경쟁관계의 양상'과 '남북 상호작용의 유형'이라는 두 변수의 결합에 따른 시나리오를 바탕으로 향후 통일 정치과정과 동북아 지역질서의 미래를 예측해 보고, 한국 정부의 대응과 관련하여 소다자주의의 네트워크적 활용과 관련된 정책적 시사점을 도출해 보았다.

The goal of this paper is fivefold: first, it aims to analyze the structural characteristics and change of the North East Asian networks of powers from the perspective of the social network theory that focuses on the ‘social capital’ and the ‘structural hole’; secondly, it wishes to discuss the effects of a unified Korea on the network of powers, and simultaneously attempt to understand the potential of Russia as a strategic player in the region; next, this paper aims to forecast the process of the Korean unification and the future of NE Asian regional order as dependent on the fusing of two variables, the character of US-China rivalry and type of inter-Korean relations; lastly, it aims to provide discussion on the Korean government’s response and its policy implications. In sum, unified Korea’s role, status, and integrity, as a middle power nation will be stabilized and effective in the framework of such complication of diplomacy. It will be a burdensome and big task for Korea to expand its potential to accept, exhibit and handle such complicated and multifaceted diplomacy.
