North Korea's Strategic Tactics of United Front and Political-Psychological Warfare

북한의 대남적화 전략은 두 개의 수단으로 추진되고 있다. 하나는 군사적 수단이요 또 하나는 비군사적 수단이다. 북한의 군사적 수단에 대해서는 그 의도와 능력이 파악되었고, 대비도 비록 충분하지는 않지만 꾸준히 진행되고 있다. 그러나, 비군사적 수단에 대해서는 이를 추진하는 적의 의도, 능력에 대한 파악이 부족하고, 그 추진실태와 효과에 대한 인식이 미흡하다. 인식이 미흡하기에 올바른 대비가 있을 수 없었다. 따라서 북한의 비군사적 수단은 큰 장애 없이 의도한 바가 지금까지 꾸준히 진행되어 왔다. 그리고 현 시점 우리에게 큰 위협이 되고 있다. 따라서 필자는 비군사적 수단에 의한 북한의 대남전략을, 내외 상황조건에 맞춰 더 정교하고 효과적인 것이 되도록 발전시킨 통일전선론체계, 민족담론 투쟁방식과 정치심리전의 배합, 그리고 반대한민국 세력을 제도권 정치과정 속에 묶는 상층통일 전선의 시도라 요약하고, 우리의 대응 자세와 대책방향을 제시하면서 비군사적 수단에 의한 북한의 전략을 명확하게 이해하는 것이 중요함을 강조한다.

North Korea's strategy of communization to South Korea is proceeded with two measures. One is military and the other is nonmilitary. The intention and ability of North Korea's military measure were apprehended and provisions against it has been made continually even though they are insufficient. However, regarding nonmilitary measure, we still don't apprehend enemy's intention, ability, current situation and effect. Thus, North Korea's nonmilitary measure has been preceeded without big obstacles until now as it intended and it becomes contemporary threat to South Korea. This paper simplifies North Korea's nonmilitary measure to 'Unified Front System' which is elaborated and effective according to interior and exterior environment, a combination of nationalist discourse and political-psychological warfare, and tactic of “upper class united front” which bind anti-ROK forces into legal political process of South Korea. This paper also adduces South Korea's countermeasures and accentuates importance to precisely understand North Korea's strategy by nonmilitary measure.
