한반도 미래 안보상황에 부합된 다국적 공조체제 고찰

Debating on Multinational Collaboration Organization According with Security Situation of the Korean Peninsula in the Future

탈냉전 이후, 지구촌의 분쟁 양상은 비전통적 안보위협이 증대되고 있어 국제적 또는 지역적 안보협력의 필요성이 증대되고 있다. 그러나 한반도 지역은 전통적 위협과 비전통적 위협이 상존하는 가운데 북한의 급변사태가 순차적 또는 동시 복합적으로 발생할 가능성이 있고 예기치 않은 비군사적 및 초국가적 위협 등 한반도 안보위협에 대한 새로운 평가와 대비책을 요구하고 있다. 본 연구는 한반도 안보상황의 변화와 북한의 대남위협 평가를 기초로 북한의 급변사태나 비전통적 안보의 위협상황이 발생한다면 한미연합체제로 초기 대응은 가능하겠지만 이라크나 아프가니스탄처럼 장기적인 대비에는 한계가 있을 것으로 판단하고 이에 대한 대책을 연구한 것이다. 주변의 열강들이 개입하려는 상황에서 한국의 작전주도를 위해 다국적 공조체제의 구축 가능성을 판단해 보고 이에 대한 대비차원에서 어떤 준비를 사전에 해야 될 것인가를 예측해 본 것이다. 전시작전통제권 전환 후 유사시는 한국합참의 주도하에 국제적 지지를 획득해야 할 것이며, 유엔의 결의를 얻기 위한 조치사항, 주변국의 전망 및 주변국과 협력시 고려할 사항, 중국과 러시아의 북한에 대한 영향력을 배제하기 위한 검토사항 등 국가 전략적 차원에서 준비해야 할 사항들을 염출하여 제시하였다. 아울러 대내적으로 한국군이 준비해야 할 사항으로써는 다국적 공조 효율성 제고를 위해 필요한 사항, 다국적군 수용절차, 한국 합참주도의 다국적군 지휘관계 편성방안 등을 검토하여 제시하였다.

After the Cold War, the aspects of global disputes are requiring international and regional security collaboration by concerns over increased non-traditional security threats. This article begins as the question of whether Korea is only depending on ROK and US Combined Forces Command(CFC) nevertheless, traditional and non-traditional security threats are persisting in Korean peninsula and rising the probability of sudden changing incident in North Korea gradually or simultaneously. This article pays attention to possibility of establishing Multinational Collaboration Organization in Korean Peninsula based on assessment of the probability of sudden changing incident in North Korea and its security threats toward surrounding countries. This argument follows closely there may be some limitations when CFC ROK-US conducts any operation in the North Korean area where the Powers, especially China and Russia, want to engage in. While assuming these situation above, this article tries to propose the considerations how to prepare the effective multinational forces structure supporting South Korea led by ROK Joint Chief of Staff, how to acquire international assistance, how to exclude Russia's and China's influence to North Korea, how to receive and integrate multinational forces strength, and how to organize command and control chain for those foreign armed forces.
