국가군사전략급 수준에서 북한 사이버 위협과 한국군의 대응방향

본고는 최근 관심의 대상이 되고 있는 북한의 사이버위협을 분석 및 평가하고, 국가군사전략급 수준에서 사이버위협의 대비태세와 관련된 핵심 이슈와 문제점을 식별하여 이에 대한 포괄적인 발전방향을 제시하고 있다. 우리 국가와 군이 북한의 사이버위협을 효과적으로 대비하고 이러한 능력을 구현하기 위한 제언으로서 우선 사이버전과 관련된 개념의 혼란과 혼동을 극복하여 위상을 명백히 하고, 둘째, 사이버위협의 대비태세에 대하여 국가 및 군사전략 개념에 대한 정책적 지침을 명확히 하며, 마지막으로, 사이버위협 대비 체제 발전방향과 군사작전의 효과적인 기획 및 실행 지원을 위한 작전지원조직의 발전 그리고 첨단 전문 인력의 획득/활용과 통합적인 능력 발전 등 사이버전위협 대비 능력 구현을 위한 발전방향을 제시하고 있다.

This paper analyzes and evaluates North Korea's cyber threat and discerns the core problems on readiness to handle cyber threats in the level of national military strategy, and suggests directions for development of solutions for such issues and problems. This paper proposes three suggestions for ROKAF to effective preparation against cyber threats from North Korea and to materialize such capability; first, the status should be cleared up by overcoming the confusion of concepts about cyber war; second, the guidelines of policy about national and system development directions of readiness toward cyber threat should be definitized; and finally, the paper presents directions of development for implementation of competence such as readiness systems on cyber threats, development of operational support organizations to prepare effective planning and execution for cyber warfare, acquisition of advanced knowledgable manpower for it and integrated development of competences for cyber warfare and so on.
