본 연구는 지역안전지수를 개선하는데 민간경비를 활용하는 방안을 모색하고자 한다. 민간경비를 참여토록 하여 지역안전과 관련되는 다양한 프로그램을 운영하고 결과적으로 시민의 참여를 확대할 수 있는 문화가 조성될 필요가 있다는 측면에서의 접근이다. 지역안전지수의 실태를 분석하는 시점은 2022년으로 한정하였다. 문헌연구를 중심으로 수행하고 언론자료를 활용하여 주요 개선활동을 검토하고자 한다. 매년 공표되는 지역안전지수를 관리하고 새로운 정책을 마련하여 추진하는 것은 어려운 일이다. 이에 대한 해결방안으로 고려하게 된 것이 민간경비의 참여이다. 엄밀히 말하자면, 민간경비를 지역안전지수에 관한 활동에 참여토록 하여 지역안전지수의 향상을 모색하는 것이다. 민간경비를 지역사회 안전의 활동 대상으로 포함하는데 유리한 점은 다음과 같다. 첫째, 민간경비는 지역의 안전을 위해서 이미 기능을 발휘하고 있다. 둘째, 민간경비는 전국 단위로 조직을 구성하고 있다. 셋째, 민간경비는 전문성을 확보하기 용이하다. 지역안전지수를 개선하기 위한 노력은 다양한 관점에서 지속적으로 필요하다. 지자체는 지역의 안전 상황을 정확하게 파악하고, 효과적인 안전관리 정책을 수립하기 위해 노력해야 할 것이다.

This study seeks to explore ways to utilize private security to improve the local safety index. It is an approach that emphasizes the need to create a culture that can expand citizen participation by engaging private security in various programs related to local safety. The analysis of the status of the local safety index is limited to 2022. It is mainly conducted through literature research and uses press reports to review major improvement activities. It is difficult to manage the local safety index announced every year and to implement new policies. The solution to this problem is to consider the participation of private security. Strictly speaking, it is a way to improve the local safety index by engaging private security in activities related to the local safety index. There are several advantages to including private security in the activities of community safety. First, private security is already functioning for the safety of the community. Second, private security is organized nationwide. Third, it is easy to secure the expertise of private security. Local safety index improvement efforts should be continuous from various perspectives. Local governments should strive to accurately grasp the safety situation of the community and to establish effective safety management policies.
