This article attempts to explain the significance of the ROK's new Defense Reform recently announced by the Ministry of National Defense. The study begins by identifying seven important reasons why defense reform is so difficult to achieve to give an idea that in what other areas we might want to focus on. This study maintains that despite many difficulties, the Ministry of National Defense have successfully produced the reasonable plan to satisfy both the progressive and the conservative sectors of the Korean society. This study also emphasizes that the scope of reduction is radical in nature and reducing the ground forces from 47 to 20 Army divisions over 15 years is unprecedented considering the fact that it was thrown out without asking reciprocal reduction from the North. The second part makes a brief analysis on why the proposed reform should be carried out consistently and how it would help to build a force structure for the future, while the third part mainly focuses on potential problem areas. After reviewing several constrains and worries, this study concludes with a few lines of suggestion on where to go from here.
