Cultural Heritage Policy and Policy Compliance: Focusing on the perception of local residents regarding cultural heritage regulations

이 연구는 문화유산 정책이라는 정책분야에 있어 정책순응이 어떻게 나타나는지 살펴보고, 보다 더 문화유산 정책의 성공가능성을 높이기 위해 정책순응에 영향을 미치는 요인을 검증하고자 하였다. 이를 위해 ‘역사문화환경 보존지역’ 정책을 대상으로 거주민 600명에게 정책순응 관련 설문조사를 실시한 후 집단간 평균차이 및 구조방정식의 실증 분석하였다. 연구 결과, 문화유산 정책의 정책순응에 영향을 미치는 요인으로 정부신뢰와 정책지향이 긍정적인 영향을 미쳤으며, 정부행태는 정부지향과 정부신뢰와의 관계를 통해 긍정적인 영향을 미치는 것으로 나타났다. 이러한 연구 결과를 바탕으로 규제정책의 특성을 지닌 문화유산 정책에 대해 정책대상집단의 정책순응을 높일 수 있는 행정적·정책적 시사점과 방안을 제시하였다.

This research aimed to examine how policy compliance manifests in the field of cultural heritage policy and to verify factors influencing policy compliance to enhance the likelihood of success in cultural heritage policy. To achieve this, a survey on policy compliance was conducted among 600 residents targeted by the ‘Historical and Cultural Environment Protection’ policy. Subsequently, empirical analysis was performed on inter-group mean differences and structural equation modeling. The results of the study showed that factors influencing policy compliance in cultural heritage policy included positive effects of government trust and policy orientation. Government behavior was found to exert a positive influence through its relationship with policy orientation and government trust. Based on these research findings, administrative and policy implications and suggestions were provided to increase policy compliance among the target group for cultural heritage policy characterized by regulatory policy features.
