Network research on youth human rights-based civil community development program utilizing local community networks: Community network to foster youth self-directed civic communities and support growth

본 연구는 지역사회에 참여하는 시민으로 청소년을 바라보고 청소년들의 성장을 위해 기획된 [청소년 인권기반 시민공동체 육성사업]의 3차년도 사업 운영을 통해 지역사회내 청소년 시민공동체 형성을 지원하기 위한 민·관·학 네트워크의 성과를 협력적 거버넌스 관점에서 종합적으로 분석해 보고자 한다. 이는 3년간의 지역 네트워크 연계협력 양상의 변화, 설문조사를 활용한 네트워크 운영의 배경과 과정상의 요소 및 운영 효과 분석, 그리고 네트워크 분석을 통한 네트워크 형성과 실무진의 연계협력 정도를 분석하고 지역내 민·관·학의 네트워크를 활성화를 위해 필요한 조건을 탐색하여, 지역중심 청소년 자치 시민공동체가 형성되고 지원될 수 있는 거버넌스 구축이 실질적으로 추진될 수 있는 정책 방안을 제시하고자 한다. 연구결과, 사업을 통해 형성된 [청소년통합안심네트워크]는 협력적 거버넌스의 관점에서 긍정적인 성과를 가져왔으며 지원 사업 종료 후에도 지속되기 위한 방안의 마련이 필요함에 따라 행정적 차원에서의 인프라 구축과 전담인력의 배치 등을 제안하였다.

This study views youth as citizens participating in the local community and aims to support the formation of youth civic communities in the local community through the 3rd year of operation of the [Youth Human Rights-Based Civil Community Development Project], which was designed for the growth of youth. We would like to comprehensively analyze the performance of government-academic networks from a collaborative governance perspective. This includes analyzing changes in regional network linkage and cooperation patterns over the past three years, analyzing the background and process elements and operational effects of network operation using surveys, and analyzing the degree of linkage and cooperation between network formation and working-level staff through network analysis. By exploring the conditions necessary to revitalize government-academic networks, we aim to present policy measures that can practically promote the establishment of governance that can form and support local-centered youth autonomous civic communities. As a result of the study, the [Youth Integrated Safety Network] formed through the project brought positive results from the perspective of cooperative governance, and as it is necessary to prepare a plan to continue even after the end of the support project, the establishment of infrastructure at the administrative level and the deployment of dedicated personnel are necessary. Placement, etc. were suggested.
