The aim of this paper is to analyze the startup and entrepreneurship environment of Kazakhstan according to the available data source from GEM (Globa Entrepreneurship Monitor, 2015) about the types of “factor-driven, efficiency-driven, innovation-driven countries”. According to this, we tried to identify the influences about the startup and entrepreneurial activities based on the startup and entrepreneurship, and tried to systemic approach the main factors that affect to the startup and entrepreneurial activities. On the theoretical side, we analyzed the degree (yes or not) of the startup affected by the GEM'S APS (Adult Population Survey) data related to the startup and entrepreneurship characteristics. We tried to identify the results of the characteristics of startup and entrepreneurial activities according to the type of economies, governmental programs and the factors that influenced the startup and entrepreneurial environment. Empirically, by examining data of APS of Kazakhstan from 2014 and 2017, the results showed mostly a negative impact. Entrepreneurship;startup;global entrepreneurship monitor.
