In the year 2013, the number of annual cinema audiences surpassed213 million in Korea. Among them, the Korean films attracted more than127 million audiences. Both are the best records in Korean film history. Picture house attendances are distinctly on the increase again this year. There are two movies that already achieved breaking the domestic recordfor over10million tickets in the first quarter of 2014. In spite of thisgrowing, ironically, there are some uncertainties disturbing the growth ofKorean film industry. First of all, major companies’ vertical integrationsuch as CJ, Lotte, is coming to absolute power over the whole filmindustry. The next thing is the dinky size of the secondary film market. Furthermore, there is an urgent issue, ‘the Film development fund’. TheFilm development fund is a public support fund based on the Act on thepromotion of the film and video. It has been charged 3% at a movieticket price from 2007. This fund plays a meaningful role to reduce theimbalance of Korean film industry and promote cultural diversity andpublic interest. The problem is that the collection of this fund is going tobe ended by the year 2014. The balance of this fund is currently around250 billion won and without any other support it is likely to be used allup before 2020. This study tries to grasp the point of arguments around the extension of the Fund and to find a solution. To achieve its goal, we research theworld’s leading system, French film support policy. This successful story,the French support scheme over 60 years being continued, will help ussuggest an alternative future of the Film development fund that cansatisfy all the members of the Korean film industry.
