시진핑 시기 중국의 對대만정책 변화에 관한 원인 고찰

A Study of the Causes of Changes in China’s Taiwan Policy during the Xi Jinping Era

논문은 체제수준의 변수를 중시하는 구조적 현실주의의 관점에서, 대만 문제를 다루는 시진핑의 인식이 변화한 원인을 고찰한다. 구체적으로 케네스 왈츠의 체제, 국가, 개인 수준의 분석틀에 기반하여 시진핑의 對대만인식의 형성과 변화 과정을 고찰하였다. 연구 결과 개인수준과 국가수준의 변수는 시진핑의 인식 형성에 적지 않은 영향을 미쳤지만, 인식이 변화한 원인을 규명하는 데엔 한계를 갖고 있음을 알 수 있다. 반면 미중 간 전략적 경쟁으로 대표되는 체제수준 변수의 변화는 대만문제를 다루는 시진핑의 인식이 보수적이고 공세적으로 변하는 근본적인 원인으로 작용한 것으로 판단된다. 미·중 간 갈등이 앞으로도 상당기간 지속될 것이며 대만문제가 앞으로도 미·중관계의 핵심 이슈로 부각될 수 있음을 감안할 때, 시진핑의 對대만인식은 앞으로 더 보수화될 것으로 전망된다. 시진핑이 지닌 역사적 사명, 3년임의 정치적 정당성 확보, 다가오는 대만총통선거 등 양안관계의 분석 선상에는 수많은 개인 혹은 국가수준의 변수들이 존재하지만, 그럼에도 불구하고 체제수준의 변수를 가장 주목할 필요가 있다.

This paper examines why Xi Jinping's perception of Taiwan has changed from that of structural realism that values variables at the system level. Specifically, the process of forming and changing Xi’s perception of Taiwan was examined based on an analysis framework at the system, state, and individual levels. Studies have shown that variables at the individual and the state level have had a significant impact on Xi’s perception formation, but there is a limit to identifying the cause of the change in perception. This paper argues that changes in system-level variables represented by strategic competition between the U.S. and China are a fundamental cause of Xi’s shift in thinking about how to deal with Taiwan and have become conservative and offensive. Given that strategic competition between the U.S. and China will continue for a considerable period of time and that the Taiwan issue has emerged as a key issue in U.S.-China relations, Xi Jinping's perception of Taiwan is expected to become more conservative. There are numerous variables in the analysis of cross-strait relations, including Xi’s historical mission, securing political legitimacy, and the January 2024 Taiwanese presidential election, but it is still necessary to pay attention to variables at the system level.
