TBT 규범의 조화가 무역에 미치는 영향

Effects of TBT Standards Harmonization on Trade: Focusing on South Korea-ASEAN Relations

글로벌 보호무역주의의 확산에 따른 비관세장벽의 급속한 증가는 한국을 비롯한 주요 교역대상국인 아세안 등 많은 국가들에서 관찰되고 있다. 이러한 맥락에서 규범 조화의 중요성이 점차 강조되고 있는 가운데, 본 연구는 한국과 아세안 간의 TBT 규범 차이가 무역에 어떠한 영향을 미치는지 분석하였다. 분석 결과, 한-아세안 간의 TBT 규범은 점차 이질적으로 변화하는 것으로 드러났다. 특히 한국의 주요 수출 품목 중 하나인 반도체의 경우, 규범의 이질성을 거리로 수치화한 지수인 규범 거리가 큰 폭으로 멀어지는 것을 확인하였다. 동 기간 규범거리가 가장 멀어진 규범은 B2이며, 반면에 상대적으로 가까운 규범 거리를 보이는 규범은 B6로 나타났다. 그러나 규범 거리와 무역액 사이의 관계는 국가별, 조치별, 품목별로 다양하게 나타났으며, 일반적으로 규범 거리가 가까워지면 무역이 촉진되는 경향을 보였다. 이러한 결과는 아세안과의 무역 확대에 중요한 시사점을 제공하며, 규범 거리에 따라 차별적인 전략을 수립하는 것이 한-아세안 간 무역 확대에 긍정적인 영향을 미칠 것으로 예상된다.

The rapid increase in non-tariff barriers due to the spread of global protectionism is observed in many countries, including South Korea and its major trading partner, ASEAN. In this context, as the importance of standard harmonization is increasingly emphasized, this study analyzed the impact of the differences in TBT standards between South Korea and ASEAN on trade. The analysis revealed that the TBT standards between South Korea and ASEAN are gradually diverging. In particular, for semiconductors, which is one of the major export items of South Korea, it was found that the regulatory distance, an index quantifying the heterogeneity of standards, has significantly increased. During the same period, the measure B2 showed the largest increase in regulatory distance, while the measure B6 showed a relatively lower regulatory distance. However, the relationship between regulatory distance and trade volume varied by country, measure, and item, and generally, as the regulatory distance decreased, the tendency to promote trade was observed. These results provide important implications for the expansion of trade with ASEAN, and it is expected that establishing differentiated strategies according to the regulatory distance will have a positive impact on the expansion of trade between South Korea and ASEAN.
