절충교역 관점에서 본 한국의 방위산업 및 무기체계 국제거래 현황과 과제

A Study on the Status and Challenges of Korea’s Defense Industry and Arms Trade from the Perspective of Offset Trade

한국은 1983년 절충교역 제도를 처음 도입한 이래 40년의 짧은 기간 동안에 자주국방의 기틀을 마련하고 신흥 방산수출 국가로 성장하였으며, 2027년 세계 4대 방산 선도국으로 도약하는 것을 목표로 하고 있다. 본 연구는 절충교역의 관점에서 한국의 방위산업 발전 및 방산수출 확대를 위한 시사점을 도출하는데 목적이 있다. 이를 위해 최근 통계자료를 바탕으로 (1) 한국의 방위산업 발전과정 및 현황에 대해 살펴보고, (2) 한국의 무기체계 국외구매 및 방산수출 현황을 살펴보았다. 그리고 (3) 한국의 절충교역 제도 운용 현황에 대해 살펴본 후 방위산업 발전 및 방산수출 확대를 위한 시사점을 도출하였다. 수입절충교역의 경우 FMS 방식의 국외구매 시 절충교역 재적용, 사전가치축적 제도 정착, 중소기업 대상 절충교역 가치승수 확대, 산업협력 쿼터제 강화 등이 필요하다. 수출절충교역의 경우 정부-방산업체 컨소시엄 및 사전적 대응체계 구축, 강력한 컨트롤 타워에 의한 범정부 차원의 협력체제 구축, 수출절충교역 의무신고제 도입, 무역금융 등 방산수출 정책적 지원 확대, 가치상계(SWAP) 제도 도입 등이 필요하다.

South Korea has established the base for self-reliant defense and grown into an emerging defense exporter in 40 years since it first introduced a offset trade system in 1983, and aims to become the world's fourth-largest defense exporter by 2027. The purpose of this study is to draw implications for the development of Korea's defense industry and the expansion of defense exports from the perspective of offset trade. To this end, (1) the development process and status of Korea's defense industry were examined based on recent statistical data, and (2) the status of Korea's overseas purchase of weapons systems and defense exports were examined. Also, (3) after examining the current status of Korea's offset trade system, implications for the development of defense industry and the expansion of defense exports were drawn. In import offset trade, it is necessary to re-apply offset trade obligation to overseas purchase through FMS from the U.S.A., settle down the banking system, expand the offset value multiplier for SMEs, and strengthen the industrial cooperation quota system. In export offset trade, it needs to establish a cooperation system between government ministries by a strong control tower, form a consortium of government-defense companies for a proactive response system, introduce a mandatory reporting system for export offset trade, expand the policy support for defense export such as trade finance, and introduce a value offset system (SWAP).
