This paper will focus on art instructor assistance project implemented by Korea Arts & Culture Education Service, among the various spheres of film education. The fact that art instructors are dispatched to elementary, middle and high schools to provide film education holds great significance. It not only suggests that visual media education has entered into the social system in a national scale and is now part of public education, but also demonstrates that children's schools began to teach film. Although no one could be completely satisfied with the current assistance system, I believe that despite the obstacles, independent subject teaching method must be applied in public education, starting from this policy. As the research method for this presentation, FGI method was chosen. Through FGI, numerous art instructors and the experts in the field of visual media education in Busan were asked to give their opinions and were lead to a debate. At the interview, problems in the treatment of art instructors, working environment, and educational program were brought up. It seems that these issues are a result of concurrence and confusion in the previous system. But a restrospective observation of the history of film shows that concurrence, confusion, dissolution of borders, and hybridization has been omnipresent in other areas of visual media. In other words, these problems are not new. Furthermore, the enhancement of educator training at universities, and establishment of a comprehensive consultative body were suggested as fundamental solutions. The issues of college policy and administrative policy are not so simple, but considering the unique characteristics of Busan area, it was noted that it was not impossible and worth a try.
