The welfare system is concentrated on directions that artists can keep somewhat stable life and devote themselves to the artistic activities. Its purpose is building a welfare system of long-term dimension. First, the Welfare Law(Bill) for Artists is to guarantee their legal identities. Second, it is to affiliate them with social security insurances. Third, it's to protect them from disadvantage and discrimination during artistic activities. Fourth, it is a legal system to support effectively the creation of living artists through welfare system agency and fund. The Welfare Law(Bill) for Artists can't satisfy all requirements of various art genres. It is impossible to be structurally complete law. Because there are many complicated issues to solve the internal problems of Korean motion-picture world. The only alternative is Welfare Law(Bill) for Artists. Now it is mooring at 18th National Assembly.
