The Opening Policy of Korean Film Market and Role of Interest Group: The Endogenous Determinants of Screen Quota System

In this paper, the Koran protection policy on import film or opening policy of Korean film market is reviewed and evaluated. Moreover, the endogenous determinants of the Korean protection policy of import film especially for the screen quota have been analyzed using interest group theory. It is found that Korean government had protected its film market or industry very effectively and could develop Korean film industry remarkably until recently by liberalizing its film market gradually. Korea had removed the import restriction of film in 1985 and removed the distribution of film during 1985-1994. However, it is difficult to evaluate now on the alleviating screen quota in 2006, because we should watch more on the effect of the Korean film industry. On the role of interest group, it is found that opening policy are heavily affected by both interest groups who are for and against opening Korean film market. Even though the interest group who opposes the opening film market was very aggressive, the interest group who is for opening film market affected more on alleviating Korean screen quota, because they are more strong interest group with less free rider.
