In deep inside view there are a lot of commercial characteristics. Then, there occurred commercial activities and consumed in non-commercial distributing channels. So, we witnesses it in the course of distribution and exhibition. It is true that Korean Film Council(KFC) uses and categorizes the term of diversity film. I think KFC's definition of diversity film is to be revised. This kind of diversity is mingled with commercial and non-commercial area, then the concept of diversity doesn't activate well in realities. In the near future Korean tradition of pure cinema will fade away in the field of cinema. I raise the question in that spot. I point out that government should stress the strategy of sorting and categorizing the non-profit film with activating aenda through present diversity film policy. It is the concept of reserving the minority and alternative culture against dominant culture. The public assistance should be reside in that point in terms of cultural democracy.
