The 1st test for secondary teacher in Theater and Film section is a multiple choice question type. The 1st test has an object to select a person which has an ability and a qualification as a teacher in theater and film section. For this purpose, it has to be prepared the evaluation instrument for the comprehension of the subject in theater and film. And also it has to be presented methodology for education. That is for teacher professional development and the development of more effective curriculum to produce secondary teacher in theater and film. This paper researches on the development of instrument of the 1st test which is given questions by multiple choice type. In this paper, it is included the purpose, a principle of the development of the evaluation instrument, and also prepared a plan for a fair evaluation. For a fair evaluation, this study present the questions of a good quality examined by the degree of difficulty, universal validity, reliability, distinction and practicalness. The 1st evaluation instrument is based on the 'development of teacher qualification standard of major subject, detailed evaluation field and joint study of teaching ability evaluation'. Committee members for the test select a evaluation details factor in 45 evaluation areas, and develop the questions.
