AHP기법을 활용한 국내 중소항만의 경쟁력 제고 방안에 관한 연구

Ways to Improve the Competitiveness of Small and Medium-Sized Ports Using AHP Techniques: Focus on the Pohang Yeongilman Port

본 연구는 영일만항이 중소항만으로서 경쟁력의 확보를 위해 필요한 요인을 도출하는 것을 목적으로 수행되었다. 이를 위해 영일만항 전략과제 추진의 우선순위(중요도)와 현재 성과의 만족도를 조사하여 계층화 분석(AHP: Analytic Hierarchy Process)을 실시하였다. 연구의 모형은 상위요인으로는 4개 분야 즉 특화항만개발, 항만운영의 효율화, 항만배후개발 및 연계강화, 해양관광 및 친수기능 활성화로 설정하였으며, 각 전략에 대하여 4가지의 세부요인을 정하였다. 연구 결과, 영일만항 이해관계자 모두 영일만항 발전을 위해 중요한 요인들을 공통되게 인식하고 있으나, 성과에 대한 만족도는 낮게 인식하고 있음을 알 수 있었다. 중요도 상위 5위의 요인들을 보면 항로 및 항차 증설과 해당 수요에 맞춘 지역산업 수요 맞춤형 특화항만을 개발하고, 이를 효율적으로 운영하기 위한 스마트항만 개발과 항로 및 항차 증설, 배후에서 이를 감당할 항만배후단지와 항만클러스터 조성이 필요하다.

Purpose: This study derives the factors necessary for the Pohang Yeongilman Port to secure competitiveness as a small or medium-sized port. Research design, data, and methodology: By conducting AHP and IPA, the model from this study sets the top factors in four areas: specialized port development, port operation efficiency, port hinterland development and strengthening of connections, and activation of marine tourism and water-friendly functions. Results: Among the top factors, specialized port development was identified as the most important, and results were derived in the following order: development and strengthening of the port hinterland, port operational efficiency, and activation of marine tourism and waterfriendly functions. Conclusions: All Pohang Yeongilman Port stakeholders recognize the important factors for port development, but perceive low satisfaction with performance.
