독일 정치교육의 보이텔스바흐 합의 원칙 적용 연구

Study on Beutelsbach Consensus in Political Education in Germany lesson for Development of Principle of Unification Education

이 연구는 독일 정치교육에서 보이텔스바흐 합의 원칙의 적용 실제에 대한 고찰을 통해 통일교육의 원칙 개발을 위한 시사점을 도출하는데 목적이 있다. 독일 정치교육에서 보이텔스바흐 합의 원칙은 개방적이고 논쟁적 관점에서 정치적 사안과 개인의 이해관계를 연계해 정치 사회적 사안을 다루는 가운데 학습자 개인의 입장을 정립할 수 있도록 지원하는 역할을 하는 것으로 나타났다. 보이텔스바흐 합의 원칙의 강압금지 원칙은 교사가 개방적 관점에서 학생의 입장 형성을 지원하는 측면에서 적절성을 가지고 있지만, 목표의 개방성으로 인해 통일인식 함양이라는 확정적 목표를 가지고 있는 통일교육의 원칙으로 제한점을 가지고 있는 것으로 나타났다. 논쟁성 원칙은 통일교육에서 북한 관련 주제를 상이한 관점에서 다룰 수 있게 하는데 기여할 수 있는 것으로 나타났다. 정치적 사안과 개인 이해 연계 원칙은 통일교육에서 개인의 이해 측면에서 통일의 필요성을 다루는 방식의 한계를 보완하고 사회 및 개인의 측면에서 균형적으로 다루는데 기여할 수 있는 것으로 나타났다. 이 연구는 통일교육 원칙의 방향으로 1) 통일교육의 목표 측면에서, 학습자의 특성, 관심에 기반해 통일 문제에 대한 관심 제고를 추구하는 학습 목표의 개방성, 2) 내용 측면에서 북한에 대한 부정적 측면과 긍정적 측면을 조화있게 다루는 내용의 균형성, 3) 형식 측면에서 개인 및 사회 측면의 조화를 추구하는, 개인과 사회 측면의 연계성을 제안하였다

This research aims to derive insights for the development of our principles for unification education by conducting an in-depth analysis of the application of the Beutelsbach Consensus principles in German political education. To accomplish this goal, we examined the key principle of the Beutelsbach Consensus principles in German political education and analyzed how this principle is applied in practice. Based on this, we analyzed the appropriateness and limitations of applying the Beutelsbach Consensus principles to unification education and derived insights for the development of principles for unification education. Through this research, we propose the following directions for the unification education principles: First, Openness of learning objectives beyond fostering reunification awareness to elevate interest in unification issues that consider learners' characteristics and interests. Second, Balance in addressing both negative and positive aspects of North Korea within the context of understanding North Korea. Third, Integration of individual and societal dimensions in addressing unification issues from both personal and societal perspectives.
