Objective: It is time for our society to answer the basic question of ‘Who should be responsible for childcare in elementary school?’. Therefore, this study aims to analyze the cases of elementary schools in three local governments that have solved the difficulties of child care management in elementary schools and have led specialized care operations in various ways to meet the needs of families. Methods: This applied qualitative case study method analyzes and confirms the childcare of elementary schools in three autonomous districts selected as cases through in-depth data collection including various information sources. Participants in the study conducted in-depth interviews with six school officials and three care center workers in the school. Results: The results of this study confirmed that school-family cooperation was operated in a way that was tailored to regional conditions and circumstances. In terms of the collaborative relationship between members of the case school, there was an attempt to switch to a new method to improve the treatment of caregivers by establishing standards for hiring and deploying a caregiver. We found that the reduction of elementary school teachers’ after-school care work was directly affected. Conclusions: This study is meaningful in applying a new method with the support of local governments for childcare, understanding various care provision and care work between personnel, and realizing “caring with” thought collaborative relationships with schools and families.
