북한의 “핵위기·평화협정 연계전략”과 과도적 합의론의 도전

Nuclear Brinkmanship and the Peace Treaty: North Korea's Coercive Linkage Strategy and the Need for the ROK-U.S. Anti-Proliferation Doctrine

핵무장프로그램이 실전무기화 단계에 도달하면서, 핵 위기전술과 <평화협정체결·연방제통일>을 양대 축으로 하는 북한의 전통적 대남·통일전략이 연계되어 가동되기 시작했다. 북한은 버티기로 구축한 핵무력과 잘 기획된 핵위기전략으로 미국의 대한방위공약이행비용과 한반도위기구조의 불확실성을 확대시켜, 미·북 평화협정을 강요하고 있다. 핵비대칭성에도 불구하고 한반도 불안정성 증대를 인질로 효과적인 대미 강압전술을 구사하고 있다. 북한비핵화의 대안으로서 국제사회에서 논의되기 시작한 핵동결·평화협정협상을 매개로 한 과도적 합의론의 대두는 북한의 핵위협·평화협정 연계전략의 효과를 부분적으로 입증한다. 북한의 핵강압과 통일전략 간 전략적 연결고리 파쇄를 위해 ‘반(反)북핵 한미공동 핵독트린’수립을 제안한다.

North Korera has conducted a series of provocations with severe nuclear brinkmanship for the purpose of accomplishing the long-pursed goal of signing the U.S.-DPRK Peace Treaty. According to the North's traditional strategic conceptions, the signed peace treaty is assumed to induce the U.S. forces’ withdrawal from the South and, then, the DPRK-led unification through the inter-Korean formation of confederal system. The North’s linkage strategy connecting the nuclear crises to peace talks partially worked. In the international society, various proposals upon the interim agreements about the North Korea's nuclear freezing and peace treaty talks proliferated over the last years. This paper proposes the ROK-U.S. Anti-Nuclear Doctrine to decrease the detrimental consequences of the North's nuclearized challenges.
