한반도의 지속가능발전 현황과 과제

Current Status and Challenges of Sustainable Development on the Korean Peninsula

본 연구는 유엔의 SDGs 관점에서 우리나라와 북한의 지속가능발전 목표 및 현황을 살펴보고, 남북이 협력하여 지속가능발전을 도모할 수 있는 방안을 분석하였다. 2015년 9월에 유엔 SDGs 합의문이 채택됨에 따라 우리나라는 ‘제4차 지속가능발전 기본계획(2021-2040)’을 수립하였으며, 북한 또한 그들만의 독자적인 자발적 국가 검토 보고서를 수립하였다. 북한은 그동안의 노선과 달리 자국의 통계자료를 국제사회에 공개함으로써 국제사회에 적극적인 동참 의지를 밝혔다고 볼 수 있다. 물론 통계자료의 양적·질적 문제점은 존재하지만, 북한이 국제사회에 공개한 자발적 국가 검토 보고서를 통해 한반도 전체의 지속가능발전을 위한 방향성을 모색할 수 있게 되었다. 이러한 상황 속에서 북한의 지속가능발전을 위한 지속적인 노력에는 우리나라의 노력도 한 축을 담당할 것으로 보이는 만큼 보다 창의적이고 세심한 접근이 꼭 필요할 것이다.

This study examines the goals and current status of sustainable development between South and North Korea from the perspective of the United Nations SDGs and analyzes ways to promote sustainable development through inter-Korean cooperation. In September 2015, the United Nations SDGs Agreement was adopted, and South Korea formulated the Fourth Basic Plan for Sustainable Development (2021-2040), and North Korea also prepared its own national review report. North Korea has expressed its willingness to actively participate in the international community by disclosing statistical data to the international community, unlike its traditional policy. Of course, there are quantitative and qualitative problems in statistical data, but it is possible to find a sustainable development direction for the entire Korean Peninsula through a voluntary national review report released by North Korea to the international community. Against this backdrop, a more creative and cautious approach is needed as South Korea's efforts are expected to play a role in North Korea's sustainable development efforts.
