해외직접투자의 지역기반 정합성

A way to evaluate regional-based conformity of FDI attraction: In the case of Daegu and Gyeongbuk

본 논문은 대구·경북 기초지방자치단체 산업구조 지역화 경향의 정량화 방법을 제시하고, 이를 기준으로 해외직접투자 정책의 지역중립(regional neutral) 또는 지역기반(regional- or place-based) 경향을 분석하였다. 특히 본 논문은 지역화 경향을 정량적으로 분석하기 위해 지역기반 개념을 ‘산업구조 지역화’라는 협의의 개념으로 정의하고, 해외직접투자 정책 수립의 공간적 최소단위인 기초지방자치단체에서의 지역화 경향을 정량적 값으로 추정한 후 실증적으로 분석하였다. 실증분석 결과 지역의 산업 분포와 생산유발효과의 지역별 배분 결과가 일치하는지 비교하여 파급효과의 공간적 배분 형태를 단일 특화지역 중심 파급형, 복수 특화지역 파급형, 다수 지역 분산 파급형의 세 가지로 유형화하였다. 이로써 본 논문은 지역 입장에서 해외직접투자 정책의 효과를 평가할 수 있는 한 가지 방법론과 지역 경제성장을 위한 정책적 시사점을 제시하였다.

The paper suggests a reasonable way to measure industrial localization. For numerical analysis of placebased policies, this paper defines place-based policies as policy frameworks for industrial localization. The paper uses establishment-level data and GRDP to examine regional-based conformity of FDI attraction in Daegu and Gyeongbuk. We develop the measurement of industrial localization and distribution of indirect FDI spillover using a share-based index and apply this measurement to DGFEZ FDI data. Results should be interpreted like that if a geographical industry agglomeration examined by location quotients coincides with a spatial indirect FDI spillover effect, that FDI attraction policy is place-based. The implications are that there are three types of geographical patterns of indirect inflow FDI impacts: a singular impact in specialization cities, a plural impact, and a decentralization impact.
