국제사회는 갈수록 심각해지는 북한의 인권상황을 해결하기 위해 국제법을 통한 북한인권 향상을 노력해 오고 있다. 대한민국 정부 역시 이에 발맞추어 북한인권 개선을 노력하고 있지만 시기별로 각 정부의 이념적 성향에 따라서 인권 개선의 의지는 확연히 다르게 나타난다. 이는 북한인권을 자유권적으로 보는 보수적 시각과 사회권으로 바라보는 진보적 시각으로 양분되기 때문이다. 최근에 영국 기독 학자들을 중심으로 이 둘을 절충하여 인권에 대한 새로운 관점인 관계권이 등장하였다. 관계권은 인간의 삶의 정황이 수많은 관계들에서 출발하는 것으로 보며 이에 따른 상호책임과 상호 충실성 등을 요구하는 것이다. 관계권은 기독교적 관점에 부합하며 관계권을 정립하여 향후 북한인권 향상을 도모할 수 있는지에 대해서 논하였다. 또한 현재 한국교회가 북한 주민의 인권 향상을 위해 북한인권 교육을 활성화할 것을 제안하고, 더 나아가 실제적으로 북한정부가 북한주민들의 인권을 도모할수 있도록 국제적 압박에 동참하며, 북한이탈주민을 돕는 방식으로 간접적 인권 향상에 참여할 것을 제시하였다.
The international community has been striving to improve North Korean human rights through international laws to address the increasingly serious human rights situation in North Korea. In line with this, the South Korean government is also working to improve North Korean human rights, but the will to improve human rights varies significantly depending on the ideological tendencies of each government. This is because it is divided into a conservative view of North Korean human rights as freedom rights and a progressive view of North Korean human rights as social rights. Recently, a new perspective on human rights, the relational rights has emerged by compromising the two, mainly by British Christian scholars. Relationship rights see that the circumstances of human life start from numerous relationships, and require mutual responsibility and mutual loyalty. Relational rights are in line with Christian perspectives and discuss whether it is possible to establish relational rights and promote improvement of North Korean human rights in the future. It also suggested that the current Korean church should promote North Korean human rights education to improve the human rights of North Koreans, participate in international pressure to actually promote the human rights of North Koreans, and participate in indirect human rights improvement in a way that helps North Korean defectors.
