The Role of the Community in Supporting Well-Dying: Focusing on Community Care Service for the Elderly

The purpose of this study was to examine well-dying projects of local communities preparing for an aging society, review the feasibility of linkage with home-based elderly welfare projects and identify methods to do so by focusing on field and academic experts. To identify the role of communities in supporting well dying programs, the current status of community care services for the elderly, well-dying culture creation, and related policies in one province were analyzed. In addition, written or face-to-face advisory meetings were conducted on 7 occasions with field and academic experts to explore the community’s role in providing well-dying support. The results of this study were as follows: First, the current status of various well-dying projects operated mainly by local governments was confirmed, as well as the services and programs linked to community care services for the elderly. Second, through content analysis of expert opinions, it was possible to establish a cooperative system for linking projects, prepare a curriculum that considers the characteristics of the subject, prepare a clear basis for providing well-dying services, take a step-by-step approach, and confirm the necessity of developing a well-dying program for the elderly with dementia in the rapidly aging population. To improve the quality of life at the end of life, it is important to advance and systematize the project so that socially vulnerable groups, including the elderly with dementia, can access quality well-dying programs through community care services for the elderly. In addition, it is necessary to establish an operating system for well-dying projects and programs so that service users and providers can understand well-dying culture and provide appropriate services for each situation.
