장애인 당사자의 간접적 차별 경험에 관한 연구

A Study on the Indirect Discrimination Experience of Persons with Disabilities

이 연구는 장애인 당사자들이 지각한 간접적 차별의 의미를 구체화함으로써, 『장애인차별금지법』내 간접차별의 법적 규정을 좀 더 보완할 수 있는 새로운 지식 가능성을 넓힐 수 있는 차별 해소 노력을 위한 사회복지 실천 논의점을 제시하는데, 연구의 목적을 두었다. 이를 위해 지체, 뇌병변장애인 6명을 대상으로 일반적 질적 연구 방법을 통해, 이들이 경험하는 간접적 차별 경험에 대한 자료를 수집하였다. 자료 수집과 분석은 연구 참여자 1인당 2회기 회당 90분 정도에서 이루어졌고, 수집된 자료는 전사하여 의미단위 분석을 실시하였다. 분석결과, 장애인들이 경험하는 간접적 차별 영역은 ‘비장애인 지원인력의 일방성’, ‘의무고용이 야기하는 이중성’, ‘고용관계 안에서의 차별’, ‘학교 안에서의 차별’, ‘제공된 편의시설의 불충분성의 문제’라는 5가지 주제로 경험된다는 것을 알 수 있었다. 이와 같은 분석 결과를 토대로 몇 가지 제언방안을 제시하였다.

The purpose of this study was to present a discussion point for social welfare practice for efforts to resolve discrimination that can further supplement the legal provisions of indirect discrimination in the Disability Discrimination Act by embodying the meaning of indirect discrimination perceived by the disabled. To this end, data on the experiences of indirect discrimination experienced by them were collected through general qualitative research methods tageting 6 people with physical disabilities and brain lesions. data collection and analysis were conducted for about 90 minutes per 2 sessions of each study participant, and the collected data were transcribed and analyzed on units of meaning. As a result of the analysis, it was found that the areas of indirect discrimination experienced by the disabled are experienced under five themes: ‘one-sidedness of non-disabled support personnel', ‘doubleness caused by mandatory employment', ‘discrimination in employment relationships', ‘discrimination in schools', and ‘the problem of insufficiency of provided convenience facilities'. Based on the results of this analysis, several suggestions were presented.
