일본의 정보리터러시 교육을 위한 교육환경 개선 현황

The Improvement of the Educational Environment for Information Literacy Education in Japan

본 연구는 일본 공교육의ICT환경 개선 및 리터러시 교육의 체계를 분석을 위해 관련 법령과 정책,교육내용과 방법,중점사업 등을 중심으로 하여 정리하고,우리에게주는 시사점을 고민해보는 것에 그 목표가 있다. 일본의 사례를 살펴본 결과,일본은 초고령화 사회에 대한 문제 해결을 위한 방법중 하나로 교육환경을 정비하고 미래 시민을 위한 정보리터러시 교육을 강화하고 있었다.이를 위해 먼저 교육정보화를 위한 법령을 공포하여 교육환경의 개선과 정보 리터러시 교육에 대한 국가적 책무를 공고히 하였다.더불어,국가 및 지자체가 수행해야 할 구체적인 사명과 사업체계를 정책으로 수립하였다.또한 정보리터러시 교육의방향성을 지속적으로 논의하여,학습지도요령에서 교육의 내용과 지도방법을 단계적으로 개정해왔다.마지막으로GIGA스쿨구상이라는 중점사업을 통해 교육 현장의 정보화를 적극적으로 추진하여,2023년 모든 학교에서ICT를 활용하여 교육이 이루어질 수 있도록 체제 정비를 완료하였다. 본 연구는 제7차교육정보화기본계획을 수립하고,공교육의 리터러시 교육을 공고히 하기 위해 노력하고 있는 한국의 교육환경에도 참조사례로 활용 될 수 있으리라 기대된다.

This study is aimed to consider the implications for us by organizing laws and policies, educational content and methods, and key projects to improve the ICT environment of Japanese public education and analyze the system of literacy education. As a result of examining Japan's case, Japan was reorganizing the educational environment and strengthening information literacy education for future citizens as one of the ways to solve the problem of a super-aged society. To this end, first, laws for educational informatization were promulgated to improve the educational environment and solidify national responsibility for information literacy education. And specific missions and systems to be carried out by the state and local governments were established as policies. In addition, the direction of information literacy education has been continuously discussed, and the content and methods of education have been gradually revised step by step in the learning guidance guidelines. Finally, through a key project called the GIGA School Initiative, the informatization of the educational field was actively promoted, and the system was reorganized so that education could be conducted using ICT in all schools by 2023. This study is expected to be used as a reference case in Korea's educational environment, which has establishes the 7th Basic Plan for educational informatization and solidifies literacy education in public education.
