Infectious Diseases and Ethics of Biomedical Big Data Analytics

본 논문의 목적은 신종감염병에 대한 보건의료 빅데이터 분석에서 발생하는 윤리적 문제를해결할 수 있는 윤리적 토대를 모색하는 것이다. 이를 위해서 먼저 신종감염병에 대한 보건의료빅데이터 분석으로 발생하는 도덕적 문제를 기존 생명의료윤리학의 문제 영역과 비교 검토한다. 기존 생명의료윤리학 논의, 특히 개인의 자율성 문제를 다루되 이런 논의가 새롭게 등장하는 신종감염병에 대한 보건의료 빅데이터 분석 기술의 윤리적 문제에 대응하는데 일정 부분 연관성이있음에도 불구하고 적합하지 않다고 논의할 것이다. 이러한 논의를 기반으로 신종감염병에 대한보건의료 빅데이터 분석의 윤리적 문제를 해결할 수 있는 하나의 접근법을 플로리디(L. Floridi) 가 제시한 행위성을 중심으로 제시하고자 한다. 이는 기존의 생명의료윤리 논의를 정보윤리까지확대할 수 있는 계기를 마련하는 것이다.

The purpose of this paper is to explore the ethical foundation for resolving ethical issues arising from the biomedical big data analytics on emerging infectious diseases. To this end, this paper first compares the moral issues arising from the analysis of healthcare big data for emerging infectious diseases with the existing problem areas of biomedical ethics. We will discuss how existing bioethical debates, especially those dealing with the issue of individual autonomy, are inadequate to address the ethical issues of biomedical big data analytics for emerging infectious diseases, even though they have some relevance. Based on these discussions, I will present one approach to addressing the ethical issues of biomedical big data analytics for emerging infectious diseases, centered on L. Floridi’s notion of agents. This will provide an opportunity to expand the existing discussion of bioethics to include information ethics.
