맞벌이가정의 부모급여제도 경험에 관한 질적연구

A Qualitative Study on the Parental Benefit System Experienced by Double-income Families

본 연구의 목적은 맞벌이가정이 경험한 부모급여제도를 심층적으로 살펴보기 위해 수행되었다. 2023년 시작한 부모급여제도는 월 단위 지급되는 보편수당으로 대한민국 국적을 보유한 아동의 보호자에게 현금으로 지급되는 정책이다. 따라서 시행 2년 차에 접어드는 부모급여제도의 실질적인 효과를 탐색하여 자녀 양육비용경감정책의 기초자료를 축적하고자 한다. 이를 위해 2023년 출산한 신생아기와 영아기 자녀를 둔 맞벌이부부 네 쌍을 연구참여자로 선정하였다. 2023년 3월부터 11월까지 각 가정을 3회씩 심층 면담을 진행하여 자료를 수집하였다. 인터뷰자료는 질적내용분석절차에 따라 분석되었다. 연구결과 연구참여자들이 경험한 부모급여제도는 ‘출산에서 오는 경제적·심리적 부담 완화’, ‘휴직기간 경제적 안정성 확보’, ‘성숙한 부모됨의 경험’, ‘후속 자녀출산 의지 확대’로 나타났다. 부모급여제도를 보완할 수 있는 정책에 대한 요구로는 ‘양육관련 인적지원사업의 확대’, ‘긴급돌봄서비스지원체계 구축’, ‘서비스의 접근성 간소화 및 일원화’, ‘배우자 출산휴가기간의 확대’가 제시되었다. 도출된 연구결과는 부모급여수혜자들의 만족도와 현황, 보완점을 제시하여 출산 및 양육지원관련 정책과 서비스의 안정화와 고도화 도모를 위한 기초자료 제공으로서 의의가 있다.

The purpose of this study was to examine in-depth the parental benefit system experienced by dual-income families. Parental benefits system, which began in 2023, are a monthly universal allowance, and cash is paid to the guardians of children with Korean nationality. Therefore, this study aims to accumulate basic data on child rearing cost reduction policies by exploring the actual effectiveness of the parent benefit system a year after its implementation. To this end, four dual-income couples with newborns and infants born in 2023 were selected as research participants in the study. From March to November 2023, in-depth interviews were conducted with each family three times to collect data. Interview data were analyzed according to the qualitative content analysis procedure. As a result of the study, the parental benefit system experienced by the study participants was found to be 'easing the economic and psychological burden from childbirth', 'securing economic stability during leave', 'experience of being a mature parent', and 'expanding the will to give birth to subsequent children'. Calls for policies that can supplement parental benefits include 'expansion of childcare-related human support projects', 'establishment of an emergency care service support system', 'simplification and unification of access to services', and 'expansion of spouse maternity leave period'. The derived research results are meaningful as providing basic data to stabilize and advance service projects related to childbirth and parenting support by presenting the satisfaction, status, and complementary points of parental benefit recipients.
