A Study on the Implementation of a Dual Police System in Local Government : Focusing on the Jeonbuk State

(Purpose) The purpose of this study is to analyze the problems of the present Korean autonomous police system and, to suggest solutions to the present problems. (Design/Methodology/Approach) In this study, three problems of the present autonomous police system, which has been maintained from July 2021 to the present, were analyzed. The three problems are ① Regulational problem, ② Personnel problem, ③ Financial problem. The solution is suggested through analyzing the present problems. (Findings) First, the present autonomous police law should be specifically specified for purpose of the autonomous police system. The purpose, concept of the autonomous police system is legally intended should be clarified. In addition, in the Local Autonomy Act, autonomous police affairs should be specified. Second, for the practical implementation of the autonomous police system, it is important to transfer financial resources to local government, along with personnel authority. Third, the Police System Development Committee and the Ministry of Public Administration and Security should quickly finalize and announce a government plan to promote the dualization pilot project of autonomous police. (Research implications or Originality) We analyzed the problems of the present Autonomous Police Model and proposed solutions for improving to improve the present autonomous police system As a local government, this study is meaningful in that it has contributed to suggest a solutions to the problems.
