中国托育服务发展的政策支持与完善路径研究

Research on Policy Support and Improvement Pathways for the Development of Childcare Services in China

我国托育服务刚刚起步，面临着很多问题和挑战。目前，我国托育服务发展存在一些亟待解决的问题，如托育服务供给与需求矛盾依然存在、托育服务政策落实存在地区差异、国家与地方财政的投入与补贴不足、管理部门责任不明确以及托育服务质量良莠不齐等问题。为解决市场化托育服务的负面影响，政府将托育服务纳入建立健全社会福利体系的战略规划之中。在托育服务发展的路径上，可以通过倡导新办和改办托育机构、打破传统托育二元类型体系、实施托育价格管制以及完善托育服务综合监管体系等来推动托育服务发展的政策意图，旨在促进我国托育服务的健康、快速发展，满足社会和家庭的需求。

The childcare service in our country has just started and is faced with many problems and challenges. At present, there are some urgent problems to be solved in the development of childcare services in China, such as the contradiction between supply and demand of childcare services, regional differences in the implementation of childcare service policies, insufficient national and local financial investment and subsidies, unclear responsibilities of management departments, and uneven quality of childcare services. In order to address the negative impact of market-oriented childcare services, the government has included childcare services in the strategic planning of establishing a sound social welfare system. In the path of the development of childcare services, the policy intention of promoting the development of childcare services can be promoted by advocating new and changing childcare institutions, breaking the traditional dual type system of childcare services, implementing price control of childcare services and improving the comprehensive supervision system of childcare services, so as to promote the healthy and rapid development of childcare services in China and meet the needs of society and families.
