Enhancing the Disaster Safety Capabilities of Local Government: Improving the Pride of Public Officials and Establishing the Collaborative Governance

이 논문은 지방정부의 재난안전 역량을 향상시키기 위한 방안을 제시하는데 목적이 있다. 이를 위해지방정부의 장의 재난안전에 대한 관심을 높이고, 담당 공무원의 자기 효능감을 향상시키며, 해당 분야에서의 자부심을 고취시키는 방안을 모색해야 한다. 이러한 맥락에서 자부심 증진과 실질적인 협력적거버넌스의 활성화에 기여하는 것이 필요하다. 구체적으로는 지역내 재난안전 역량을 총동원한 협력적거버넌스를 구축하는 것이 필요하며, 지방정부에서 간부공무원을 임용할 때 재난안전부서 근무경력을반영하고, 방재안전직 공무원 채용을 확대해야 한다. 정기인사 발령에 있어서도 매년 1월에 발령함으로써 안정적이고 효율적인 재난안전 조직 운영을 도모해야 한다. 더불어, 17개 광역 지방정부에는 재난안전전문기관을 출연기관(재단법인) 형태로 설립하고, 대학에 위기관리 전문대학원을 설치하여 전문인력을양성하는 것이 필요하다. 또한 기존의 비효율적이고 방대한 현장조치 행동 매뉴얼을 현장에서 실용적으로 활용 가능한 현장 매뉴얼로 개선하고, 이를 지원하는 현장훈련을 실시하는 것이 필요하다. 마지막으로재난 발생 초기 상황을 관리하고 현장대응력을 갖춘 재난상황실을 운영하는 것이 중요하다.

This paper aims to propose strategies to enhance the disaster management capabilities of local governments. It is necessary for local government leaders to increase their interest in disaster safety, boost the self-efficacy of officials, and find ways to enhance their pride. It is vital to establish collaborative governance that mobilizes the disaster safety capacities within the region. Reflecting on the work experience of the disaster safety department when appointing senior officials and expanding recruitment is essential steps. Additionally, promoting the stable and efficient operations of disaster safety organizations can be achieved by conducting regular personnel appointments every January. Furthermore, it is necessary to establish disaster safety specialized institutions in the form of foundation corporations in 17 metropolitan local governments and set up crisisonomy graduate school to nurture specialized professionals. Practical on-site manuals and conducting on-site training are also essential. Lastly, managing the early stages of disaster occurrences and operating a disaster situation room equipped with on-site response capabilities are crucial.
