국방인력 위기에 대응한 국방혁신 4.0과 복지정책 발전방향

A Study on Defense Innovation 4.0 and Welfare Policy Development Direction in Response to the Defense Manpower Crisis

군 복지정책은 군 장병들에게 충분한 복지를 제공함으로써 국가적 차원에서 국가수호의 강력한 의지의표현이자, 군 복무에 대한 자긍심과 우수자원을 유입하는 기제의 역할을 한다. 이에 따라 장병 개인의자아실현 및 복지추구 욕구의 증대와 병영 환경의 선진화 등을 국격에 걸맞게 획기적인 발전을 요구하고있다. 본 연구의 목적은 국방인력 위기에 대응한 국방혁신 4.0과 복지정책의 발전방향을 제시하는 것이며연구결과는 다음과 같다. 군 복지·시설 분야의 정책은 사회환경에 부합하는 주거여건 보장, 희생과 봉사에 합당한 보수체계 개선, 자긍심과 행복을 보장하는 군인가족 생활연건 보장, 선진복지시설과 인프라구축, 제대군인의 안정적 사회정착 보장 등이다. 특히 MZ세대의 우수한 인재들이 군 조직에 지속적으로유입될 수 있도록 그들의 문화적 욕구를 충족시킬 수 있는 과제의 발굴과 더불어 제대이후 안정적인사회정착이 이루어지도록 국가가 책임지는 정책이 마련되어야 한다.

Military welfare policies serve as an expression of the strong will of national protection at the national level by providing sufficient welfare to military personnel, and as a mechanism for introducing pride and excellent resources for military service. Accordingly, it calls for the development of individual soldiers' self-realization and welfare, as well as the advancement of the barracks environment. The purpose of this study is to suggest the development direction of defense innovation 4.0 and welfare policies in response to the defense manpower crisis, and the research results are as follows. These include ensuring housing conditions in line with the social environment, improving the remuneration system that is appropriate for sacrifice and service, guaranteeing the livelihood of military families that guarantee pride and happiness, building advanced welfare facilities and infrastructure, and ensuring the stable social settlement of veterans. In particular, policies should be prepared to identify issues that can allow the MZ generation to enter the military organization and to ensure a stable social settlement after discharge.
