It is recognized that recent “Happy Korea Project” policy is related to the efficiency problem of the resource allocation. Generally, markets and hierarchies are as two alternative ways of co-ordinating decisions. This paper introduces networks as a third way of co-ordination for exchange transactions. A network is characterized by trust and co-operation, This paper investigates networks mechanism of the resource allocation between agricultural area and urban area in Sunchon city to make better quality of life. The promotion principle of “Happy Korea Project” is as follows. First, local government, local community, and residents are co-operating and playing a leading role in constructing better community based on the community's self-regulation and self- responsibility. Second, the project indirectly supports the country's regulatory framework by establishing pan-governmental cooperative system among the Presidential Committee on Balanced National Development, government administration, and other related ministries. Finally, the project is expected to diffuse a successful case by means of an intensive support after a couple of regions are selected at the initial stage of this project.
