A Analysis of Green-belt Institution Change Factor: Focusing New Institutional Approach

Ever since the Greenbelt Policy had been adopted in 1971, its basic structure was maintained despite many changes. Deep division between residents within the greenbelt and estate owners made the framework retained. However, Kim Dae Jung government has changed the policy which lived for over 30 years in 1998. This research is focused on the factors to change the Greenbelt policy in the standpoint of new-institutionalism. In result, three main factors has caused the policy shift ; historical and structural reasons like IMF Crisis, the contradiction of the policy itself identifies as the Constitutional Court made the decision of unconstitutionality of the Greenbelt policy and factors due to the doers related to the policy.
