The objectives of this paper are to review the New Vital Project(Hyangsu 30ri) in Okcheon region, and suggest some alternative for improving these projects in the future. That is “Hyangsu 30ri project. There are analyzes on New Vital Project that take implementation and planning. The project implementation should be transferred to an endogenous and bottom-up approach. The fund of central government could be supported by the differential system associated with performance levels of local government.
