The Comprehensive Development Plan for the Borderland in the South Korea started in 2003. Even though half of the planning period has passed, there has not been much progress due to lack of the system for pushing forward the borderland support program, programs with low effectiveness, redundancy of programs, continuous regulations on areas neighboring the borderland, and lack of financial resources for the project. From the point of funding system, because the Borderland Support Act was established as a form of common law and there was no special clauses compared to other laws in it, the Korean government could not raise the special fund to support the Comprehensive Development Plan. This is the 5th year in the period of the Comprehensive Development Plan for the Borderland and Korean government is now re-examining the plan to look for improvements. In order to become the effective Comprehensive Development Plan for the Borderland, the Korean government must amend the Borderland Support Act as a form of special law and raise the special fund only for the plan. Based on the special fund, Korean government have to posses efficient supporting system for Comprehensive Development Plan.
