The paper attempts to analyze the so-called New Vitalization Project of underdeveloped regions in Korea and suggests the strategy and ways to improve the program. It also presents the governance system for developing the underdeveloped region, especially the Committee for Regional Innovation. The “New Vitalization Project(2005-2007)” initiated by the Noh Moo-hyun government showed some positive results such as building self-reliance regional economy and governance structure for regional innovation, image differentiation of regions, industrialization of special products of each regions, and enlargement of citizen's participation. But the projects resulted in some problems such as inefficient use of budgets, insufficient human resource, unorganized operating system, absence of detailed target and cooperation between participating partners. Although the projects showed some defects, they will help to improve the underdeveloped regions.
