A Study on the Public Project Evaluation Model in the Local Government of Korea: Focused on the Case of UK System

It is said that UK has a long tradition to develop green book which contains government guidelines with appraisal and evaluation of policies and capital projects. All new policies and projects in the categories needs to be appraised from the standard evaluation guidelines when they initiate it. It is well known fact that the green book can apply its principles to other projects. Korean government introduced pilot feasibility survey system in April 1999, and established PIMAC(Public and Private Infrastructure Investment Management Center), which manages inclusively pilot feasibility survey, in KDI in Jan. 2000. However, it does not yet reach the stage to which applies UK guideline for Korean practice, particularly in local government. Therefore, study aims to evaluate the UK green book to possibly adopt it for Korean government. Some recommendations are suggested for Korean Government to effectively implement public projects based on the proposed project evaluation model.
