한강하구의 현안과 발전과제

The Pending Problems of the Han River Estuary and Talks on the Further Development

한강하구지역은 한반도 나아가 동북아 지역에서의 지정학적 중요성으로 인해 향후 중장기적으로는 남북한 그리고 동북아시아의 핵심 경제거점으로서 중요한 역할을 하게 될 것은 주지의 사실이다. 이로 인해 한강하구지역과 관련하여 중앙부처와 각 지방 자치단체들은 수많은 개발계획을 수립하여 추진하고 있고 또 개발 구상들을 제시하고 있다. 한강하구지역은 남북한 접경지역이라는 특수성으로 인해 남북한의 정치적 역학관계에 영향을 받지 않을 수 없는 상황이다. 그러나 한강하구지역의 지정학적 위치의 중요성에 비추어 남북한 정치적 풍향계만 바라보고 있어서만은 안 될 것이며, 중장기적으로 미래의 한반도 나아가 동북아 핵심 경제권역으로 역할을 다하기 위해서는 남북한 간, 그리고 남한 자체에서 한강하구의 평화적 이용과 남북한 상생발전을 위한 지속적인 노력과 준비가 필요하다. 따라서 본 연구에서는 기존에 논의 되었던 한강하구 관련 남북한 협의체인 “남북한 한강하구 공동위원회”와 “남북경제협력 공동위원회”의 구체적인 추진과 활성화를 지속적인 노력을 촉구한다. 또한 한강하구지역과 관련된 각 지자체에서도 각 지자체별 대북교류를 추진하고 한강하구 관련 개발계획과 개발구상을 추진하고 있다. 따라서 한강하구 관련 각 종 개발계획과 개발구상의 중복추진과 혼선을 방지하고 계획적이고 종합적으로 추진하기 위해 남한 지자체간 한강하구 공동 협의체 구성을 제안한다. 한강하구 지역은 군사시설보호구역, 수도권정비계획의 규제 등으로 수도권 지역에서도 가장 토지이용규제가 심한 지역이다. 남북한 간 경제교류협력이 정치적 역학관계에 따라 부침을 계속하고 있지만 중장기인 관점에서 볼 때 한강하구지역의 평화적 이용이 가시화 될 것이다. 따라서 향후 한강하구지역의 발전을 위해 남한 측에서 가능한 법과 제도의 정비를 통해 토지이용규제를 완화하여 미래 한강하구의 입지적 기능과 역할을 충실히 할 수 있도록 하고, 사회간접자본 확충을 위해서도 적극 노력해야 할 것이다.

The Han River Estuary will play on the important role as economic herb of the Korean peninsula and East Asia in the future. Korea centural government and local governments related to Han River Estuary have many economic development palns because they know the economic importances of location. But these area are effected by the political relationship between South Korea and North Korea because of the Han River Estuary characteristics, bother land between two governments First of all, it must be solved of atomic bomb development plan between related 6 Nations of East Asia such as South korea, North Korea, China, Japan and Russia in order to revitalization of the Han River. Also the political tension between South Korea and Nortjh Korea must be relived. In spite of atomic bomb development plan and political tension, the economic uses of Han River Estuary are dealed as another view point. So, I suggest the reorganization and activation of Han River Estuary development committee between two governments for the peaceful use and economic porfits of these area. Also there are confusions about development plans between local governments of South Korea. Also, I suggest to organize of regional association of local governments for the comprehensive development of Han River Estuary. There are too many land use regulations in the Han River Estuary Area of South Korea. From the long term point of view as the important roles these area, The Land use regulation must be relived and adjusted by Central Government of South Korea.
