우리나라 기초자치단체의 지속가능한 커뮤니티 개발을 위한 주민참여와 세계화 수준의 비교연구

Comparative Study on Level of Citizen Participation and Globalization for Sustainable Development of County in Republic of Korea: Focus on the City of Walla Walla, Washington, USA and Hwacheon County, Gangwon, ROK

본 연구는 그동안 우리나라 커뮤니티 개발을 위한 다양한 정책을 추진함에 있어서 주민들의 참여가 간헐적으로는 있었으나 실질화되지 못한데 대한 비판에서 시작되었다. 그리고 아직도 수도권으로부터 지리적으로 멀리 떨어져 있음을 이유로 커뮤니티개발에 대한 자신감을 회복하지 못한 안타까움에 대한 문제의식에서 비롯되었다. 즉, 미국의 경우와 비교해볼 때, 미국은 전 지역에서 커뮤니티 개발을 위한 주민 또는 민간분야의 참여가 상당히 다차원적으로 조직화되어있고, 또한 그 참여자들의 순수성과 성실성이 매우 높은 수준이다. 우리나라보다도 훨씬 넓은 영토를 가지고 있고 그 만큼 오지지역도 많지만, 자신들이 가지고 있는 자원들을 정보화를 매개로 높은 세계화 수준을 형성하여 경제·사회적인 풍요로움을 구가하고 있다. 따라서 우리나라와 미국의 커뮤니티 개발을 위한 주민참여 조직화와 세계화 수준에 대한 현주소를 상호 비교함으로써, 우리나라 군 지역의 발전을 위한 매우 유용한 시사점을 발견할 수 있을 것으로 기대된다.

This study begins from critique that even if there has been citizen participation for various community development policies it has happened intermittently not substantially in Korea. Also this study bases on the problem that the local area do not have confidence for community development because they are located in remote area from Seoul. When we compare with US, US has very well organized citizen participation system mutidimensionally and level of innocence and sincerity of citizen participation is very high. Considering the area through US is hugh and bigger than Korea, they have a very high level of globalization through information. Therefore through this study we can predict to find good points for sustainable development of county area of Korea.
